And after a review of the situation, the United Nations has urged Guyana to intensify its climate change fight.The recent result of overtopping and flooding in MahaicaThis is contained in the publication Climate change and human rights: contributions by and for Latin America and the Caribbean, released recently by the Economic Commission for Latin America and the Caribbean (ECLAC).According to the publication, Guyana was one of only a few countries in the region to not make any climate change recommendations. Cuba and Haiti top the list for the number of recommendations they made and received.Guyana did receive one recommendation and it was a crucial one. According to the publication, Guyana should “continue and intensify programmes aimed at mitigating climate change negative impacts on food security and environment, and share the experience gained in this field with interested countries”.The publication also tied climate change and energy with gender equality. According to ECLAC, Guyana should review its climate change and energy policies, especially those related to the oil and gas sector, in order to develop a disaster risk reduction strategy.ECLAC noted that this strategy should consider the negative effects of climate change on gender equality and the lives of women and their families. This, it was noted, should especially focus on those in the danger zones, that is, areas below sea level.“The Committee also recommended that Guyana include a gender assessment in all environmental impact assessments and establish a mechanism to monitor the implementation of those assessments and to guarantee that rural and Amerindian women can fully contribute to the development of the country,” the report states.According to ECLAC, this should include them being able to “give their free, prior and informed consent before any development, business, agro-industrial or extractive projects affecting their traditional lands and resources are initiated, whether carried out by national or foreign enterprises, (and to ensure they) can take advantage of adequate benefit-sharing agreements and are provided with adequate alternative livelihood”.The organisation’s recommendations to Guyana come after the UN’s Universal Periodic Review (UPR), which is done every four and a half years on the basis of a national report from the country being reviewed. Also taken into account during the review were contributions from the UN and information presented by relevant stakeholders including civil society.Over the past few months, the country has had to deal with climate change close up after flooding in Mahaica in October saw more than 300 acres of rice being destroyed and hundreds of acres being put under threat of destruction by salt water. In addition, livestock was destroyed and properties sustained damages.Besides the destruction of acres of the rice crop itself caused by the water, it had been reported that the flooded land was no longer suitable for rice production since the soil composition had become too salty.In the case of the sea defence at Dantzig, Mahaica, salt water from the ocean flowed onto the land when it was breached. Residents reported that the water impacted livestock, rice fields and vegetable farms. Persons in residential areas were also affected.Checks by this publication on the affected areas weeks after several villages were first inundated revealed that persons were still losing livestock and the area is plagued by mosquitoes.last_img read more

Their correspondence has also been sent to Minister for Health Simon Harris TD.The group said they must acknowledge the quick response of all.Below is an update on the Gynae Service at Letterkenny Hospital and the breakdown of the waiting list as we had requested.Spokesperson Betty Holmes said “It is important that we DACC share this information. It is important to note that the hospital has commenced the process of recruiting a fifth Obstetrician and Gynaecologist and it is anticipated that this post will be advertised in the coming weeks.” Below is a reply from Mr Sean Murphy General Manager LUH received by DACC.Letterkenny University Hospital has seen its gynaecology waiting list rise over the last 5 years, in line with the increase nationally.If a person is waiting for an outpatient appointment to see a gynaecologist, this could be for a number of reasons, such as investigation or treatment of pelvic pain, endometriosis, ovarian cysts, menopause, infertility, polycystic ovarian disease, etc.Letterkenny University Hospital regrets that any patient should experience long waiting times to access an outpatient appointment. Hospital management and the gynaecology team have been working to reduce the length of time women wait to be seen in the gynaecology service and most importantly, ensure that high risk referrals are seen promptly.In 2018 the hospital commenced a dedicated Post Menopausal Bleeding Clinic. This clinic is additional to the normal Gynaecology Clinics and was developed to target women with symptoms that may indicate a risk of endometrial cancer. Since its commencement 164 women have been seen in this clinic, including all those patients on the waiting list with post menopausal bleeding symptoms prior to the clinic starting. Given that post menopausal bleeding is a clinically established risk indicator for endometrial cancer, this specialist clinic has been set up to provide GPs with urgent access for patient with these symptoms. The waiting time to be seen in the clinic is 2 to 4 weeks to ensure that women receive a prompt diagnosis.Other actions underway to address the waiting list include:· Letterkenny University Hospital has commenced the process of recruiting a fifth Obstetrician and Gynaecologist and it is anticipated that this post will be advertised in the coming weeks.· The hospital is also working with the National Treatment Purchase Fund to secure funding for additional Gynaecology Clinics to reduce the number of patients waiting over 15 months. · In July, the hospital introduced a text reminder service for Gynaecology Outpatient appointments to assist in reducing the number of patients who fail to attend their appointment.     first_imgA campaign to provide accommodation for a Donegal family whose 16-year-old son has just been diagnosed with cancer is bringing the entire community together.On November 16th last Niall Gallagher went to his GP feeling unwell. Niall had been feeling very tired and low in energy which was highly unusual for him.He then presented with some swelling on some of his organs. His doctor referred him to Letterkenny University Hospital immediately. He spent the night there in the haematology ward before being rushed to St. James’ Hospital in Dublin on Sunday 17th November. He was diagnosed early on Monday morning with Acute Lymphoblastic Leukemia and will be a patient on the Denis Burkitt ward for the foreseeable. Niall and his family are now facing one of the hardest journeys of their lives.Niall is a talented football player from Malin Head. Niall’s family have now secured rented accommodation close to the hospital and will move in there on the 8th December.Unfortunately, the financial burden of this is incredible. All monies raised will help towards the rent and the long term costs of Niall’s journey to and from Dublin over the next few years. What we’re hoping to raise is just a drop in the ocean but we’re hoping to give Niall and his families some support and show them that we care.So far in excess of a staggering €20,000 has been raised but his family will need every cent of that money and more.Niall continues to amaze us every day with his positivity and at how well he is coping through this unexpected journey in his life.   • The Corner Pin Effect in Adobe Premiere Pro

    first_imgIn this post, we’ll show you how to use the Corner Pin Effect in Adobe Premiere Pro – a handy tool for compositing signage or elements in your video frame, even at an angle!Let’s say you want to ‘composite’ an item into your shot that is a rectangle but needs to sit on the side of a parked van…or maybe on a wall behind a person you’re interviewing.  One of the main objectives it to make the composited element not look composited – it needs to look like it belongs in the shot (especially tricky if it’s at an angle).  For that, you need the excellent Corner Pin effect in Premiere Pro…and a little understanding of how to ‘nest’ your layers if you want to add some pan and zoom!In this example, we’ll take some footage with a sign on it …Let’s say for arguments sake that we want to replace this sign with another sign that may promote our company or hide some details that we don’t want to show on camera.  Keep in mind that the sign is positioned at an angle (more on that later).Compositing with Premiere Pro Corner PinTo start with you need to create your new sign in Photoshop or another photo editing application and then bring it into your project.  Drop it into your timeline (top layer) and trim it out to the same length as your footage.New Sign Brought into Project New Sign in Program MonitorAt this point it is tempting to go to the Effects Control Panel and start to play with the ‘Motion’ or ‘Fixed’ Effects to try and make it fit.  However, this is exactly what you should NOT do!Motion or Fixed Effects in the Effects Control PanelWhat you want to do is keep the sign you created at the same size (if possible) as the sequence you are working in.This means that if you are the one specifying how the sign ought to be created or you are creating it yourself, try to create the sign using the same dimensions as your sequence.  Then,  when it is brought into your project it will fill the Program Monitor.  While this isn’t essential, it is ideal and will save time later on.Next, find the ‘Corner Pin’ Effect in the ‘Distort’ category in your ‘Effects’ panel.The Corner Pin Effect in the Effects PanelNow apply the Corner Pin Effect to the new sign you created.  Then, go to the ‘Effect Controls Panel’ making sure you click on the sign in video layer 2 to see all its’ controls.Corner Pin Effect ControlsAt first, it’s tempting to start to drag at the hot text in the effect to move the corner pins, but this isn’t the best way to use this effect. Whenever you see the following icon on an effect (noted by arrows below) it means you can click on the name of that effect and then adjust it live in the Program Monitor. So click on the name ‘Corner Pin’…Icon Indicating this Effect can be Controlled in the Program Monitor by Clicking on its Name… and you will see the following in the program monitor.‘Handles’ in the Program MonitorNow you can select the handles and drag them into position.Click and Drag to Adjust the Handles to the SignIf you struggle to get the handles to just the right position, there is a zoom option at the bottom of the program monitor that will allow you to zoom in.  By doing this you will get scroll bars along the side and bottom of the Program Monitor to get a more precise placement.Zoom Option in the Program MonitorScroll Bars in the Program Monitor when ZoomedOnce you have the handles in the correct position don’t forget to click the zoom option and put it back to ‘Fit’.At this point you have achieved your goal using the Corner Pin Effect in Premiere Pro.  The sign has been replaced with your own sign that fits perfectly at a perspective.  And, as long as no one walks in front of the sign this will work very well. However, if someone or something was to move in front of the sign it would break the illusion (then it’s time to start masking!)Lastly, what if you now want to do something like starting fully zoomed into your sign and then pulling back to reveal the sign in place on your footage?If you tried to do this with the 2 layers you would quickly find that it is very hard to do as the two layers are independent of one another. What you really need is some way to make Premiere Pro see both layers as if they were one item that could be scaled and moved, with both layers ‘locked together’.  Thankfully that is something that Premiere Pro can do very well.Select both layers, right click them and choose ‘nest’ …The Right-Click ‘Nest’ OptionThen, to help you know what you’re dealing with I would also advice right-clicking and renaming the nested sequence in your timeline – although this will only update the name in your timeline and not your project panel!Right-Click Rename Nested SequenceNow, Premiere Pro will see this newly renamed nested sequence as a single piece of footage that you can scale and move however you like, without losing the relationship between the two items inside that nested sequence. So if you wanted to start fully zoomed into the replacement sign and then pull out to reveal the whole shot, that would be easy to do on the nested sequence.This is a prime example of how to make use of the Corner Pin Effect in Premiere Pro.  It can help you cover, remove, replace or add items to a shot…potentially saving a lot of heartache!last_img read more

The outage was not part of the utility’s shutoff plan and SDG&E said the short-lived outage was due to a different cause which has yet to be determined. Fortunately, SDG&E brought a backup generator to downtown Julian, which is now doing the job of keeping the lights on.However, other parts of the mountain community remain in the dark, affected by the utility company’s plan to deliberately de-energize the power lines.That preemptive shut-off has led to concern and some inconvenience among Julian residents who say they’ve been told this deliberate outage could last for several more days. As of 2:30 pm Thursday, a spokesperson for SDG&E reported 19,000 customers were without power. 12,000 customers did not have electricity because of the utility company’s preemptive shut-off.last_img read more
